RIWATCH inks collaboration with America’s leading University on public research

ROING, Feb 27: Research Institute of World’s Ancient Traditions Cultures and Heritage (RIWATCH) achieved a new feat on Sunday when it signed a memorandum of understanding (MOU) with University of South Florida (USF).
USF is a member institution of the State University System of Florida, which is one of the Florida state's three flagship universities for public research, and is located in Tampa, Florida, USA.
The MoU was signed between Dr Joram Begi, Director of Higher and Technical Education, government of Arunachal Pradesh and chairperson, RIWATCH and Dr Maria de los Angeles Crummett, Associate Vice President for Global Affairs, USF in a simple ceremony held at institute's campus located in Khinjili, Roing. A large gathering of local villagers, government officials, social workers, well wishers, and host of dignitaries that included Laeta Umbrey, MLA, Roing, Kelo Pulu, President, Idu Mishmi Cultural and Literary Society (IMCLS), Tone Mickrow, Secretary, IMCLS and Iduli ZPM Anjite Menjo witnessed the historic signing.
“The new partnership seeks to explore together on activities of an academic and cultural nature by involving students and faculties of USF and RIWATCH by developing collaborative projects to strengthen and enrich international educational and research experiences,” said Vijai Swami, Full Bright Fellow and Executive Director, RIWACH. “It will open avenues for students and researchers to explore cultural and educational studies across the continent.”
The two parties agreed to support its faculties and researchers to develop contracts and propose collaborative projects which will be considered based on its merit and availability of funds. It further agreed to seek internal and external sources of support of project programmes and exchanges.
Speaking on behalf of USF, Dr Maria said, “We have come here to work with you because we are dreaming big and USF as a global institution believes in engaging locally, nationally and internationally. This is a very special honor for us because we are working with nothing less than humanity itself.”
USF is classified by the Carnegie Foundation for the Advancement of Teaching as a "very high research" institution. In its 2010 ranking, the Intellectual Property Owners Association placed USF 9th among all universities worldwide in the number of US patents granted.
“How it is that we can enrich the life of our students in America, by knowing about people, languages, cultures, traditions of another country, of another region of India. And that is here present, vibrant and welcomes us with open arms,” said Dr Maria expressing delight at the prospect of USF’s new engagement with the local community.
“It is an honor and privilege to be represented, to be part of the great institution RIWATCH which defines what we mean by global engagement,” she said.
RIWATCH was established in Nov 5, 2009 at Iduli, Roing and its foundation was laid by Governor of Arunachal Pradesh, Gen. J. J. Singh. It is an Affiliate unit of International Centre for Cultural Studies (ICCS), Pennsylvania, USA.
The institute offers research scholars to study different ethnic groups of North East India and initiate comparative and cross cultural studies of various ethnic groups of different countries. It also facilitates young scholars from North East India to have opportunities of cross cultural studies in foreign countries and vice versa.
RIWATCH is spread over 10 hectors of land in Khinjili, Roing donated by Somu Linggi, former IMCLS General Secretary and RIWATCH Treasurer. The newly completed administrative block was inaugurated by Dr Maria.
Dr Ann C. DeBaldo, Associate Vice President for USF health international who was accompanied Dr Maria inaugurated the RIWATCH’s new building of Center for Public Health Research. The institute has as many as six departments: Center of Himalayan Herbs and Ethnic Medicine (HHEM), sociology, anthropology, archaeology and museaology. The campus has a well developed herbal garden that grows local medicinal plants and other important herbs.
RIWATCH also has the Center for Community Research, located in Abali village, 5 km from the main campus in a plot owned by institute member Kotige Mena. It is established as part of the institute to engage and work with the local community. It was inaugurated by Dr Martha L Coulter, director, Harrell Center for the Study of Family Violence, USF College of Public Health.
RIWATCH proposes to develop itself into a full fledged university to be known as UWATCH (University of World’s Ancient Traditions Cultures and Heritage). Despite infrastructure hurdles and a humble beginning, Vijai Swami, the brain behind the institute is optimistic enough. “It’s not the building that will make the RIWATCH. The programs will make the RIWATCH,” he says.

NEW DELHI/ BANGALORE, Feb 27: Defence Minister A K Antony today slammed China for raising objections to his visit to Arunachal Pradesh, describing Beijing's comments on the issue as "most unfortunate" and "really objectionable".
He said Arunachal is an integral part of India as Jammu and Kashmir and as defence minister it is his right and duty to visit the state, which has recently celebrated 25th anniversary of its statehood.
"I was surprised to see such a reaction. I feel it is most unfortunate and, at the same time, it is really objectionable," he told reporters here.
His comments came as China reacted sharply to Antony's visit to Arunachal Pradesh for its statehood celebrations and said India should refrain from taking any action that could "complicate" the border issue.
Antony said it was his right as defence minister to visit all border states.
"I have been visiting Arunachal since 1984. This time, I was thrilled to visit the state on its silver jubilee of attaining statehood," he said, adding the state has achieved progress.
Defending Antony's visit to the northeastern state on the border with China last week, External Affairs Minister SM Krishna asserted that Beijing had "no rights" to interfere in its domestic affairs.
"India will not tolerate external interference of China into the Indian territorial affairs".
Krishna also reminded China that Arunachal Pradesh is a "part and parcel" of India.
"All seven states in North Eastern parts of India are part and parcel of India and China has no rights to make adverse remarks on Antony's visit to Arunachal Pradesh," he told reporters.
India has taken the Chinese remarks "seriously" and it would take up the issue with Beijing at an appropriate forum, he added. Krishna also said it was not the first visit to the northeastern state by Antony.
Reacting sharply to Antony's visit to Arunachal Pradesh for its statehood celebrations, China said India should refrain from taking any action that could "complicate" the border issue.

It was part of the discussion of the past 15 rounds of border talks by the Special Representatives by the two countries. China also denies visa to people of Arunachal Pradesh as part of its claim to the area.
In a recent case, visa was denied to a senior Indian Air Force officer to visit China as part of defence delegation prompting New Delhi to scale down the size of the delegation. PTI
New fish species found in Arunachal
ITANAGAR, Feb 27: Researchers have discovered a new fish species Garra kalpangi from Arunachal Pradesh.
The research team including Dr. K. Nebeshwar, Senior Researcher, Faculty of Life Sciences, Manipur University; Dr. Kenjum Bagra, Research Officer, Arunachal Pradesh Biodiversity Board and Dr. D.N. Das, Associate Professor, Department of Zoology, Rajiv Gandhi University have named their discovery after River Kalpangi at Yazali.
The research article has been published in the February, 2012 edition of the Journal of threatened taxa and is available online at http://threatenedtaxa.org.
The cyprinid fish under genus Garra are bottom dwellers. The genus consists of approximately 70 species in the region from Borneo, southern China and southern Asia through Middle East Asia, Arabian Peninsula and East Africa to West Africa. There are altogether 15 valid species of Garra known from the Himalayan foothills and distributed in the Ganga, Brahmaputra and Chindwin basins in northeastern India. Including the currently described one, in Arunachal Pradesh there are nine species of Garra, namely, G. lissorhynchus, G. annandalei, G. gotyla, G. kempi, G. lamta, G. mcClellandi, G. arupi and G. naganensis.
In 2009, Dr. Kenjum Bagra and his research team published a list of fishes of Arunachal Pradesh numbering 213 species in an International journal. Since then, there has been addition of four more discoveries.
Considering the remoteness of vast area of fish habitats in the rivers of the state, it is expected that many more new species would be discovered from the region.
ITANAGAR, Feb 27: The Nyokum Yullo, major festival of the Nyishi community was celebrated in various parts of the state with traditional fervor on February 26.
Addressing the gathering on the festive occasion at Yachuli, local MLA cum Parliamentary Secretary, Likha Saaya called upon the people to preserve their own culture and tradition. He further said, such kind of festival provide a common platform for people irrespective of their caste and creed to promote brotherhood and harmony.
Highlighting the achievement in his constituency, the MLA sought people’s cooperation for rapid development. He also assured to sanction fund for infrastructure development of the ground like construction of a store room and toilet.
While lauding the Nyishi community for preserving their rich tradition and culture since time immemorial, Yachuli ADC Kento Peyang exhorted the community people; particularly youth to shoulder responsibility for educating the masses about the need of promoting culture. Besides cultural programmes, sports competitions were also organized to mark the celebration.
The Festival was also celebrated with six days programme at Yupia. The main attraction of the festivity was fashion show contest wherein Aman Yangfo and Tana Demin won the Mr and Mrs Nyokum title respectively.
Impressed with the first ever colourful celebration of the Nyokum Yullo at district headquarters, Chief Engineer (Power) Anong Perme called upon the festival organizing committee to keep up the same tempo and continue the celebration in future. Among others, IT director S Dey Sarker was also present.
Participating in the Nyokum celebration at Sango village under Phassang circle, Transport Minister Jarkar Gamlin emphasized on preservation of culture and tradition.
In her address, Arunachal Pradesh State Commission for Women Chairman Gumri Ringu called for empowerment of women in the society and asked the people to fight against child marriage and polygamy. ITANAGAR, Feb 27: The Kurung Kumey district police officials have arrested two people in connection with Rs 2.5 cr forgery case. The arrested two is currently lodged at Koloriang Police Station.
Earlier, two were arrested by Naharlagun Police.
The two arrested are Mohammad Alauddin Khan, UDC cum accountant and Dubom Apang, BDO cum circle officer, both employees of the office of deputy commissioner, Koloriang.
Rs 2 crore 50 lacs were allegedly withdrawn by Oshan Borang, District Art and Culture officer (DACO), Kurung Kumey, along with his accomplices using forged signature of Director Art and Culture.

ITANAGAR, Feb 27: Guni Pertin is one of the renowned singers of the state. He hails from Bolung village of Lower Dibang valley district. Born on 6th July 1958, Guni started his singing career with All India Radio Dibrugarh in 1970.
He started his basic education in music focussing on Harmonium, Tabla and singing in the year 1963 with a cultural team from Assam under the command of legendry Late Dr. Bhupen Hazarika who had camped at Bolung village for two years.
His first songs ever recorded in Air Dibrugarh was “Donyie Sadak Angong Esare muddung angong Sa Menap Darep Tolabong” and “Sikange Rotkon Yameye Ngolu, Sinam Turnam pesomang.”
He got certificate for being one of the prominent vocal Artists of Arunachal Pradesh by the North Eastern Zonal Cultural Centre, Dimapur in 2006. He is now serving in Arunachal Pradesh Police as deputy superintendent of police and posted at Anjaw district.
Students and women orgs extend help to fire victims
ITANAGAR, Feb 27: A delegation of Adi Students Union (AdiSU) visited the fire devastated Gobuk village under Yingkiong Upper Siang district on Feb 26. The AdiSU members distributed blankets and essential utensils to the members of the six houses affected by the fire.
On Feb 22, six houses were completely gutted while eight others were damaged.
The AdiSU informed that Yingkiong Market Committee also chipped in to provide relief materials to the people affected by the fire accident, while the members of the Upper Siang District Student’s Union also accompanied during the relief distribution.
AdiSU has appealed to the concerned state government authorities to immediately provide relief and rehabilitation to the six families affected by the fire accident.
Banggo Women Welfare Association, Upper Siang District, has also distributed 3 blankets alongwith utensils and 50 kg rice to each of the fire victim. The Association has assured to provide all help to the victims.

Catholic Mission distributes relief to fire victims
ITANAGAR, Feb 27: The Secret Heart Catholic Mission School Daporijo, led by its Parish Priest Anto Thomas distributed 60 blankets, 20 bag rice and other household items to the fire victims of Airport colony, Daporijo.
A total 50 houses were gutted in a devastating fire at Airport Colony, Daporijo on August, 2011.
The colony dwellers expressed their gratitude to the Catholic Mission, Daporijo for their humanitarian gesture.

JMDAWA merges with DAPFSSB

‘Miscreant burns school’
ITANAGAR, Feb 27: The examination cell (room) of the Liromoba Higher Secondary school was allegedly set on fire by miscreant on the night of February 23 at around 9 pm, informed Kargu Kardi Students’ Union (KKSU).
All important files and papers, including a copier, were burnt to ashes in the fire, the students union claimed.
While condemning the act, KKSU demanded the police to apprehend the culprit immediately and punish him.
KKSU also demanded the Home department to establish a police station at Liromoba circle to properly maintain law and order problems.

A reminder to repair road and collect garbage
Dear Editor,
I want to pass this message to the authorities of UD or whoever is responsible for the collection of Garbage and maintenance of sector roads. The road leading to SP Office (Old IGP Office) in G extension, Ganga is in bad shape with full of Potholes, which has been filled up by mud, by the residents staying in the area so it looks like a dirt track when there is little bit of shower. The irony is the department maintaining the road has done repair work till the Trijunction of Ganga Market, the take off point of Road to Jully village but for some strange reasons they forgot to repair the road leading to the SP Office, Directorate of Fire Services, LB Sewa Police Officers mess etc.
Have they exhausted the fund for the same or are they waiting for the summer deluge to wash of the filled up mud. To make matters worse the newly constructed drain is all clogged by garbage in three to four places due to want of collection of garbages by department concerned. The dustbin is all overflowing with garbage and emitting very foul scent thereby causing the residents lots of inconveniences.
Has the department concerned forgotten the existence of this sector in Itanagar or are they on strike?
I request that Department concern may please clarify or please let us know when they would repair the road or when they would start to collect the garbage, so that people leaving in the sector will take the trouble to construct gates welcoming them when they happen to come to repair the road and when they happen to come to start collecting garbage.

I would like to draw your attention how the BSNL cheat its customers and how they are earning profit.
On 17th of February 2012, I received an SMS from the service provider No 59595007 that I have been charged Rs 7 from my account balance for love tips for girls, along with which came “if you want to unsubscribe sent UNSUBLG to 59595. Now that I have never subscribed any such services, I was surprised. Accordingly I sent UNSUBLG to 59595 and they charge Rs 2 per SMS. It is still pending and never delivered. I had tried at least for a dozen times, but all in vain, and still I have been charged Rs 2 per SMS for all those pending SMS. After that I called the customer care no +919400024365 which is automatically set by the service provider on my handset. But the response is “the call cannot be completed at the moment, please try after sometime”. Since from 17th of February 2012 till date I have been trying to call but the response is the same.
Again on 21st of February 2012, I received another SMS for the second time from the service provider. It was the same SMS and they charge me another Rs 7 from my account balance.
Horrifyingly, on 23rd of February 2012 again I received the same SMS for the third time with the same charges.
Within a span of seven days, BSNL have charged me thrice and deducted balance from my account. This is looting. I have been penalised for doing nothing wrong. I am not only the one who has been looted in this way by BSNL.

I would like to highlight my nightmarish Experience with the Postal Life Insurance (PLI) Policy.
I opened PLI Policy in the month of June "2006"@ with a monthly deposit of Rs.475
and monthly premium was deposited up to September 2011 under Policy No. NE-
In the period of 5 years and 3 months, I deposited a sum of Rs. 29925/-
Due to my financial problems following a medical condition, I was compelled to opt
for pre-
Accordingly the Dy. Divisional Manager (PLI) NE. Circle, Shillong-
But I am quite upset with the amount of Rs. 23005/ as my deposited amount itself
is Rs. 29925/-
Where has the rest of the money amounting to Rs 6920 gone?

I caution my fellow customers to be careful so that they don’t become victim like me. I not only had to part with my hard earned money but had to make do without the bonus too.

Since the start of the global economic crisis, young people have faced particularly hard conditions when trying to transition from schools to the labour market.

Despite the many obstacles young people were hopeful and optimistic that they would be able to not only find jobs, but also make significant contributions to their society.
The young people are placing more and more importance in creating their own opportunities and becoming entrepreneurs rather than being employed by large companies.
They are looking to innovate in areas that are growing such as green technologies and communications.
